The 28th edition of the National Housing Week (Semaine nationale du logement - SNL) opened on Thursday 9 October 2025 at Luxexpo The Box (Hall 9) in Luxembourg-Kirchberg, where the event will run until Sunday 12 October.

Held alongside the Home Expo fair, the SNL offers the public access to advice, services and innovations related to housing, while providing professionals in the field with a platform for dialogue and exchange.

During the official opening, Luxembourg’s Minister of Housing and Spatial Planning, Claude Meisch, announced a new measure to align the maximum eligible amount for the purchase of building plots for affordable housing construction with the actual regional land market prices, rather than with a single uniform national rate. The basis for this new calculation method is presented in the Housing Observatory report on “Changes in Building Land Prices in 2023 and 2024.”

Municipalities are now classified into six categories according to the real prices of their building plots. These new amounts will now serve as a reference for the State’s VEFA (sale in future state of completion) acquisition programme.

Minister Meisch stated: “We are all pursuing the same objective: to create more affordable housing. That is why the proposed maximum eligible amount for acquiring building plots for affordable housing construction has been adjusted to reflect real conditions and local specificities. In practice, this means the maximum eligible amount is no longer based on a single national rate but now depends on regional land prices. This approach enables us to make state aid more targeted, more effective and better suited to the real needs of each region. The new amounts will be applied directly within the framework of the State’s VEFA acquisition programme to ensure the rapid and effective implementation of this measure.”

Until 12 October, the Ministry of Housing and Spatial Planning will welcome the public at the one-stop housing assistance desk, where specialised advisers will be present to provide information on procedures such as applying for financial support for renting accommodation and to assist those interested in carrying out their housing projects, including purchasing a home under the VEFA scheme or renovating existing housing. Visitors can learn about all the available support schemes, including: individual assistance for tenants (rent subsidy, rental guarantee, etc.); solutions available to homeowners (social rental management, tax benefits, renovation grants, etc.); schemes for buyers (homeownership aid, interest subsidy, etc.).

In addition, visitors will have the opportunity to meet researchers from the Housing Observatory and visit the stand dedicated to social rental management.

At the opening, Minister Meisch emphasised the need to mobilise all available resources to tackle the housing crisis in Luxembourg and highlighted the role of social rental management in unlocking the potential of unoccupied dwellings: “I would like to take this opportunity to remind everyone that social housing management represents an opportunity for all homeowners with vacant housing. It offers simple and secure management while providing attractive tax advantages. Above all, it helps people with modest incomes to access affordable housing. It is a concrete act of solidarity that benefits everyone. That is why I invite all those with vacant properties to visit the 'gestion locative sociale' stand during the National Housing Week to learn more about this scheme and to actively take part in a collective effort of national solidarity.”

The 28th edition of the SNL is aimed to serve as a platform for dialogue between all players in the housing sector. Its programme includes:

  • Conference on “Innovatioun am Wunnengsberäich” (Innovation in the Housing Sector): national and international experts from the scientific, social, financial, technological and architectural fields will share their perspectives on new challenges and opportunities in contemporary housing;
  • First edition of the Logabo Forum: launched on the occasion of the National Housing Week, this new forum consists of four regional sessions. It provides opportunities for direct exchanges bringing together municipalities, housing advisers and social landlords to discuss topics such as the Housing Pact 2.0, Article 29bis, and the latest legislative developments in affordable housing;
  • “Habiter demain - le futur du logement imaginé par les jeunes d'aujourd'hui” (Living Tomorrow - the future of housing imagined by today’s youth) call for projects: an initiative launched by the Ministry of Housing and Spatial Planning in collaboration with the Ministry of Education, Children and Youth, inviting secondary school students to imagine the housing of the future. The selected projects will be unveiled during the 2026 SNL.
