On Monday 26 October 2026, Luxembourg’s Ministry of State, the Ministry of the Economy, and the Ministry of Finance officially marked the start of the construction of the Space Campus in Kockelscheuer.
The event began with a press conference at the Brasserie de L’écurie in Kockelscheuer, and featured speeches from Mayor of the Municipality of Roeser Tom Jungen, Luxembourg Prime Minister Luc Frieden and Luxembourg’s Minister for the Economy, SMEs, Energy and Tourism Lex Delles.
Located within ParcLuxite in Kockelscheuer, the NEOS Space Campus will bring together the main players in Luxembourg’s space sector on a single site, offering state-of-the-art facilities for the development of a variety of space technologies.
The site, which is being built by CDCL (Compagnie de Construction Luxembourgeoise), will be centred around a main building, named “Nova”. With a total floor area of around 10,000 m2, operations will be spread over five floors, a mezzanine and a basement level.
The building will accommodate up to 900 people and will host:
• the future headquarters of the Luxembourg Space Agency (LSA);
• an incubator and spaces dedicated to start-ups, to be operated by Technoport;
• office space for SMEs and companies in the space sector;
• a reception area where companies can showcase their technologies;
• a large canteen;
• a large conference hall and meeting rooms of various sizes;
• and collaborative spaces designed to foster exchanges between public sector, industry and academic stakeholders.
Described by the government as “a strategic project for the future development of Luxembourg’s space sector”, the development will bring together key national players as part of a “space ecosystem”, which also includes the Space Camp Belval site, officially announced in November 2025. Where the Belval campus will focus on research, innovation and training activities, the Kockelscheuer site will be dedicated to industrial and commercial operations.
The press conference was guided by Michele Bley, Director, Space and Investment Funds at the Ministry of the Economy, who welcomed those in attendance and provided a brief overview of the Space Campus project.
Tom Jungen then spoke of the industrial and commercial history of the area chosen to house the space campus and the future developments which will take place there, including the construction of a campus for Luxembourgish communications satellite operator SES.
In his speech, Prime Minister Frieden emphasised that the space campus was “more than just a project” and represented “the next stage” of Luxembourg’s space strategy.
“We want to set up new technologies and innovative companies in Luxembourg, which also support us in Luxembourg. So of course we need a vision, a long-term vision. We need investments. We need an environment where companies research, innovate and develop, and we want to support this,” said Prime Minister Frieden.
Following a short video presentation about the space campus, Minister Delles addressed the audience and congratulated all the partners involved, while encouraging future participants and potential partners to contact the Luxembourg Space Agency (LSA) to take advantage of the test facilities available at the Belval site and to work towards building and strengthening partnerships within the industry.
The ministers and other representatives then moved to the main construction site of the space campus to officially lay the first foundation stone of the project.
According to the Ministry of State, the NEOS space campus forms part of the government's strategy to strengthen Luxembourg's capacity for innovation, research and production in high value-added technological sectors and represents a major investment in the future of the Luxembourg economy.
The test centre alone represents an estimated public investment of over €195 million, of which around €55 million is earmarked for testing facilities.
