On Monday 28 April 2025, Luxembourg’s Ministry of Mobility and Public Works, together with ProVelo.lu ASBL, Sécurité Routière ASBL and the Grand Ducal Police, launched a new road safety awareness campaign entitled "The road is for everyone, so are the rules" (“La route pour tout le monde, les règles aussi”).
According to the partners involved, the campaign aims to remind all road users that respecting the Highway Code is essential to ensure the safety of everyone, particularly vulnerable users such as cyclists.
This initiative forms part of the National Road Safety Plan 2024-2028, which calls for regular awareness-raising actions concerning road hazards, as well as the coalition agreement that specifically foresees a campaign linked to respecting traffic rules in the presence of cyclists.
The central message, as highlighted by the ministry and its partners, is clear: there is no such thing as a "minor violation" when it comes to road safety. Any failure to comply with the Highway Code by road users, whether cyclists themselves or others interacting with them, can have serious or even fatal consequences.
In 2023, vulnerable road users accounted for nearly 43% of all road traffic casualties and 56% of those (seriously) injured, despite being underrepresented in overall traffic volumes. This reality underscores the need for responsible behaviour from everyone using public roads.
The campaign highlights four specific situations where failure to comply with the rules can lead to serious or fatal accidents:
- failure to maintain a safe distance when overtaking cyclists;
- blind spots, particularly during right-hand turns;
- failure to respect traffic lights and designated stopping areas for different road users;
- failure to comply with right-of-way rules at crossings.
To reach a wide audience, the campaign will be disseminated through various channels.
The ministry and its campaign partners have called on all road users to respect the rules to ensure that roads are safe for everyone — whether driving, cycling, riding a motorcycle or scooter, or walking.
