On 8 July 2015, Minister of Sustainable Development and Infrastructure, François Bausch, as well as political leaders from the communes of Bertrange, Hesperange, Leudelange, Luxembourg and Strassen, gathered in Luxembourg City Hall for the 26th meeting of the Political Committee of the 'Convention DICI'.
On the agenda at the DICI (Développement intercommunal coordonné et intégratif pour le Sud-Ouest de l'agglomération de la Ville de Luxembourg) convention was the presentation of the study "Fahrradverleih: ein Leitfaden für Gemeinden". This study, commissionned by the MDDI, shed light on the various bike rental systems in existence in European cities, with the aim of informing the communes on the key figures and conditions to be met to ensure a level of operation of a bicycle rental system.
The municipalities of the DICI are reportedly already active in this area, with elected officials unanimous in saying that ultimately the DICI arena must present a single rental system for soft mobility.
The second item on the agenda concerned the state cooperation of communes after 2015. The politicians validated the terms of the continuation of this cooperation and claimed they will hold an extension of the current agreement until 2018. They also reported their commitment to the strengthening of this cooperation through the decision to continue the DICI office and the position of regional development coordinator.
Also, following the political will to focus on the theme of mobility, suggested approaches for a new project on this theme were presented. The decision was taken not to operate the traditional approach of a new mobility concept, but rather to analyse in detail intercommunal synergies in the field of bicycle and car rental, operation of bus lines and equipment of bus stops.
It was suggested that the possibility be analysed of using EU Structural Funds to allow an exchange of experiences on the matter of inter-municipal mobility management projects in other European cities.
