Luxembourg's Ministry of Health has announced that, in order to facilitate registrations of health professionals, it has - in close collaboration with the Central Management of Personnel and State Organisation (CGPO) and the State's Centre for Information Technology (CTIE) - set up a new online tool at https://govjobs.public.lu/fr.html for health professionals.
This tool aims to identify all health professionals, on a voluntary basis, who have not yet registered since the start of the pandemic. Once registered, health professionals will be contacted by the Ministry of Health's health reserve team according to needs identified in the field. All health professionals who will be activated through the health reserve will benefit from an agreement or a contract, depending on where they will be assigned and depending on the format they choose (see below).

Current context of the health reserve
As part of the COVID-19 pandemic, Luxembourg's Ministry of Health has set up the "health reserve" team, which aims to establish and manage the lists of volunteer health professionals in order to support different requesting entities in terms of human resources.
During the 1st wave, thousands of volunteers answered the call and are therefore now registered on the various lists.
From the lists established, the health reserve team makes available or puts in contact the voluntary health professionals with the requesting entities.
The ministry's call to register on the health reserve list is addressed to every health care professional who has not yet registered. Registrations are made in 4 groups:
- Doctors (Generalists; Specialists; Dentists; Specialised dentists; Veterinarians)
- Pharmacists
- Regulated health professions
- Psychotherapists
The requesting parties indicate their staffing needs to the health reserve team, which puts them in touch with the respective profiles: these can be divided into 2 groups:
- External entities, such as: Hospitals; Home help and care networks; Accommodation structures for the elderly and people with disabilities; Laboratories
- Internal entities, such as: Contact Tracing; Hotline; COVID-19 consultation centres; Sampling centres; Vaccination centres
Depending on the needs of the requesting parties, the team managing the health reserve sends request to people who have registered on the health reserve lists and according to the profiles sought by the various entities.
These surveys provide information on the requesting entity, the health professions and profiles sought, as well as the description of the tasks to be performed. After participating in the survey, the health reserve team sends the requesting entities lists of potentially interested people who meet the required profile.
Subsequently, the requesting entities themselves can select the persons from the list who best suit their needs.
Given the multitude of situations that may arise, contracts, agreements and funding are either managed by the requesting entity or by the team managing the health reserve, as follows:
- For internal entities (Contact Tracing, Hotline, COVID-19 consultation centers, Sampling centers, Vaccination centers) several formulas are possible: Paid fixed-term contracts as a government employee for the medical and health professions; Volunteering agreements: payment of a single premium; Volunteering agreements: no remuneration; Fee-for-service and availability bonus: doctors working in COVID-19 consultation centres.
- For external entities (laboratories, hospitals, home help and care networks, accommodation structures for the elderly): paid contracts are offered to people selected by the above entities.
