On Friday 30 October 2026, the European Commission announced that it had disbursed €92.2 million in grants to Luxembourg as the third payment under the Recovery and Resilience Facility (RRF), part of the European Union (EU)'s post-pandemic recovery programme, NextGenerationEU.
The payment covers measures including financial incentives for the purchase of more than 4,200 zero-emission vehicles and the digitalisation of public administration through the connection of five government entities to a central electronic document and records management platform.
Other measures include reforms to modernise the legal framework for healthcare professions and hospital organisation, as well as environmental protection initiatives under Luxembourg's Naturpakt programme, through which municipalities have obtained environmental certification.
Luxembourg submitted its third payment request on 24 July 2026, covering five milestones and four targets linked to reforms and investments under its national recovery and resilience plan.
The Commission noted that it approved the request on Friday 25 September 2026, following a favourable opinion from the Council's Economic and Financial Committee.
Luxembourg's recovery and resilience plan has been allocated €241 million in grants. With this third payment, the country has received 76% of its total allocation.
Payments under the RRF are performance-based and depend on the satisfactory implementation of the reforms and investments outlined in each Member State's national plan.
