On Monday 20 October 2025, Luxembourg's employment agency, ADEM, reported that there were 18,920 resident jobseekers available for work at the end of September 2025; the unemployment rate rose to 6.7% compared with September 2024.

ADEM noted that this rise is particularly pronounced among the most highly qualified jobseekers, whose numbers have grown by 14.1% over the year. The number of jobseekers aged 30 to 44 has increased by 7.2%, the same growth rate as in the over-45 category. The number of jobseekers under 30 has risen by 4.7% over the same period.

By occupation, ADEM’s data confirmed trends observed in previous months, with the most notable increases concern accounting roles, secretarial and administrative support, IT and road transport drivers.

The seasonally adjusted unemployment rate calculated by STATEC stands at 6.1% and the number of new jobseeker registrations has increased. In total, 3,429 residents registered with ADEM in September 2025, an increase of 5.2% compared with September 2024.

The number of resident jobseekers receiving full unemployment benefits fell by 553 people (-5.4% year-on-year) to 9,615 as at 30 September 2025. ADEM said this decrease is part of a downward trend observed since January 2025. The number of people benefiting from an employment support measure stands at 4,367, a slight decline (-1.9%) compared with September 2024.

During September 2025, employers reported 3,350 vacant positions to ADEM, an increase of 7.7% compared with September 2024. The construction sector recorded the largest increase during this month. 

As at 30 September 2025, the total number of available positions stood at 6,668, a slight decrease of 1.0% compared with September 2024.
