
On Monday 21 July 2025, Luxembourg’s Ministry of the Economy launched a call for companies to boost electricity production through the establishment of large-scale photovoltaic plants.
In its press release, the ministry stated: “In order to support the development of photovoltaics in Luxembourg and increase the share of electricity generated from solar energy, the Ministry of the Economy is launching two new calls for tenders to encourage companies to establish and operate large-scale photovoltaic plants.”
Previous calls for tenders were implemented by the ministry in 2022, 2023 and 2024. For 2025, the ministry is introducing a specific number of sub-lots for plants equipped with storage systems. Two aid packages will be available: “Investment”; and “Operational”.
The ministry said: “Investment aid is designed, in principle, to encourage companies to produce all or part of their own electricity by granting a subsidy at the time the photovoltaic plant is commissioned. Operational aid, on the other hand, enables a company to enter into a market premium contract for a period of fifteen years, during which it will be remunerated according to the electricity produced and fed into the grid.”
Companies interested in participating can choose between the two types of aid and are free to evaluate which option best suits their needs and expectations, as well as their specific circumstances - particularly with regard to their electricity consumption and the surface area available to install photovoltaic panels.
The ministry noted that compared with the calls made in 2024, the “innovative” lot - aimed at building-mounted plants whose construction is not considered “conventional” (such as plants mounted on building façades or those using lightweight modules on rooftops) - is maintained. So too are the specific lots for carports/parking shelters.
A new feature of the call for investment aid is the inclusion of sub-lots dedicated to photovoltaic installations with batteries in each lot. According to the ministry, these aim to encourage companies to install battery systems by offering higher subsidies, which reflect the increased investment costs. The goal is to further optimise the use of generated electricity (self-consumption, sharing, charging stations, etc.) through storage.
The fourth call for investment aid has a total budget of €20 million, divided into the following three lots:
Lot 1:
30 kWc and ≤3 MWc (building rooftops; ZAE zones)
• Sub-lot 1a: without batteries
• Sub-lot 1b: with batteries
Lot 2:
30 kWc and ≤2 MWc “Innovative” (on buildings: rooftops with lightweight modules, façade-mounted modules)
• Sub-lot 2a: without batteries
• Sub-lot 2b: with batteries
Lot 3:
30 kWc and ≤3 MWc (carports)
• Sub-lot 3a: without batteries
• Sub-lot 3b: with batteries
The seventh call for operational aid offers a total capacity of 45 MW, distributed across four lots:
Lot 1:
Industrial sites >500 kWc and ≤20 MWc
Lot 2:
Building rooftops
• Sub-lot 2a: >200 kWc and ≤500 kWc
• Sub-lot 2b: >500 kWc and ≤3 MWc
Lot 3:
“Innovative” (on buildings: rooftops with lightweight modules, façade-mounted modules)
• Sub-lot 3a: >200 kWc and ≤500 kWc
• Sub-lot 3b: >500 kWc and ≤2 MWc
Lot 4:
Carports and water basins
• Sub-lot 4a: >200 kWc and ≤500 kWc
• Sub-lot 4b: >500 kWc and ≤3 MWc
To submit a project in order to benefit from the aid, companies have until Friday 17 October 2025 (for investment aid) and Friday 28 November 2025 (for operational aid). Aid will be granted based on a competitive tendering process.

To inform companies about the details and practical arrangements of these calls for tenders, the ministry has announced that two free informational webinars will be organised, with the support of the national innovation agency, Luxinnovation, during the week of Monday 15 to Friday 19 September 2025. The webinars will focus on the updates and changes to the calls for tenders and all questions concerning both types of aid can be addressed.
Luxembourg’s Minister of the Economy, SMEs, Energy and Tourism, Lex Delles, commented: "Accelerating the development of renewable energy is one of the government's key priorities and photovoltaics are playing an increasingly important role in this context. With the simultaneous launch of these two new calls for tenders, companies now have greater flexibility to choose the aid best suited to their needs when installing electricity production plants powered by solar photovoltaic energy.”
He added: “This initiative aims to encourage as many stakeholders as possible to take an active role in the energy transition. Moreover, sub-lots specifically dedicated to photovoltaic installations with batteries have been included in the call for investment aid. This measure is intended to strengthen financial support for companies wishing to invest in electrical storage systems. These new sub-lots are fully in line with the strategic roadmap for promoting and developing electricity storage batteries in Luxembourg — Späicherstrategie Lëtzebuerg, presented on 9 July [2025]."
