On Friday 25 September 2026, Luxembourg’s Customs and Excise Agency (ADA), the Grand Ducal Police, the Luxembourg Veterinary and Food Administration (ALVA) and the Inspectorate of Labour and Mines (ITM) reported that 51 food delivery workers had been checked during a joint inspection operation in Luxembourg City.
According to the authorities, the operation took place on Wednesday 23 September 2026 and targeted food delivery activities in the Grand Duchy’s capital.
Of the 51 delivery workers checked, 39 were working as self-employed workers and three were employees of delivery companies or their subcontractors. The remaining nine were using delivery accounts registered in the names of third parties. Several mobile phones were seized to allow the necessary checks to be carried out.
The inspections identified the following offences and irregularities:
- three self-employed delivery workers were operating without a business permit;
- two food deliveries were seized by ALVA for failure to comply with the cold chain or hygiene rules;
- five electrically assisted bicycles were seized by the Grand Ducal Police because they did not comply with the technical provisions laid down by law;
- two work stoppages were ordered in respect of third-country nationals: one was staying in the country illegally, while the other did not have a work permit.
Official reports were drawn up, and the competent authorities initiated the necessary administrative and, where applicable, judicial proceedings.
The authorities stated that the joint operation formed part of efforts to strengthen inspections in the delivery sector, combat fraudulent practices and situations of non-compliance, and ensure compliance with the legislation in force and fair working conditions for all operators in the sector.
