On Saturday 30 May 2026, Luxembourg’s Ministry of the Economy announced that the Managing Authority of the European Regional Development Fund (ERDF) in Luxembourg is launching a third call for projects with a budget of €2.3 million.
The ministry announced that from Monday 1 June until Friday 31 July 2026, operators targeted by the measures of the ERDF 2021–2027 programme are invited to submit their project proposals.
The ERDF is a financial instrument of the European Union that promotes the reduction of regional disparities and the balanced development of European regions by awarding grants to local actors in disadvantaged regions, within development programmes established in partnership between the European Union, Member States and local authorities.
Through the ERDF, Luxembourg benefits from a total allocation of €21.43 million under the objective “Investing in a smarter and greener Europe” for the 2021–2027 period. Following the first call for projects, most of the allocated budget has been committed, leaving a remaining balance of approximately €2.3 million still available for this third call.
The ministry highlighted that the third call for projects is now focused on two priority axes:
Priority Axis 1
Entitled “A more competitive and smarter Europe by promoting innovative and intelligent economic transformation and regional ICT connectivity”, including specific objective 1.2. This aims to “harness the benefits of digitalisation for the benefit of citizens, businesses, research organisations and public authorities”. The allocation for this objective amounts to €1.16 million.
Priority Axis 4: Just Transition Fund (JTF)
This special fund enables regions and people to address the social, economic, environmental and employment consequences of the transition towards the Union’s 2030 energy and climate objectives and towards a climate-neutral EU economy by 2050, based on the Paris Agreement. The budget allocated to this axis is €1.14 million.
This axis is structured around three specific objectives. The first (4.1) aims to “invest in the deployment of technologies as well as systems and infrastructure for affordable clean energy, including energy storage technologies, and in the reduction of greenhouse gas emissions”. The second objective (4.2) aims to “invest in renewable energy in accordance with Directive (EU) 2018/2001 of the European Parliament and of the Council, including the sustainability criteria set out therein, and invest in energy efficiency, including to reduce energy poverty”. Finally, the third objective (4.3) aims to “invest in smart and sustainable local mobility, including the decarbonisation of the local transport sector and its infrastructure”.
It should be noted that the JTF operates exclusively in the canton of Esch/Alzette.
Applications
The ministry noted that during the selection process, preference will be given to innovative projects targeting excellence in key areas of the Luxembourg economy and meeting the programme’s requirements in terms of output and result indicators. Selection will take place within the limits of available budgetary resources.
Project submission must be completed via an application form on the ERDF digital platform (paper submissions are not possible). An access account can be created upon simple request via email at: pierre.colbach@eco.etat.lu.
The first account (i.e. the main account) must be created by a legal representative of the project promoter and validated by the same person. Access requires the use of a LuxTrust certificate (Smartcard, Signing Stick, etc.).
