On Tuesday 18 February 2025, Luxembourg’s Customs and Excise Agency announced the seizure of a significant quantity of hookah products (shisha tobacco) during recent inspections of hookah bars, which took place across the Grand Duchy. 

Officers confiscated a total of 196.76 kg of shisha tobacco, which the agency reported as being the equivalent of €23,125.24 in evaded excise duties. The seizure was part of the agency’s ongoing efforts to combat tax evasion, the illicit tobacco trade and ensure consumer safety.

Luxembourg’s Customs and Excise Agency emphasised that its prior authorisation is required for any commercial activity involving tobacco products, including hookah tobacco. The agency added that failure to comply with the legal provisions puts offenders at risk of sanctions, including the seizure of goods and any equipment used.
