Late on Sunday evening, Luxembourg's Prime Minister Xavier Bettel and Minister of Health Paulette Lenert announced at a press conference new restrictions in response to a recent rise in COVID-19 infections.
The press conference, which followed an extraordinary Cabinet meeting, was scheduled for 18:00 but was delayed due to a deadlock in talks in Brussels on the European Union's (EU) proposed €750 million coronavirus economic recovery package, in which Luxembourg's Prime Minister was participating.
The main changes to measures aimed at combatting the spread of the virus in Luxembourg was the reduction of the maximum number of people permitted to gather in a private setting, whether indoors or outdoors. This limit has been reduced from 20 to ten people (in addition to those living in the household). Gatherings are subject to people being seated and keeping a two-metre interpersonal distance; if this cannot be guaranteed, masks must be worn.
A larger awareness campaign on hygiene measures is also foreseen, with the main target audience being businesses, as well as increased police checks and stricter sanctions for bars and restaurants (Horesca sector) which are found not to respect current health measures. In the event of a repeat offence, failure to comply with the preventive measures taken by traders, artisans, managers or other persons responsible for activities in the sector is accompanied by the withdrawal of the establishment's permit for a three-month period. Non-compliant individuals in such establishments also risk being fined.
In addition, non-compliance with isolation or quarantine measures is subject to a fine of €25 to €500.
