Minister Bettel renews framework agreements With NGDOs; Credit: MAE

On Thursday 30 January 2025, Luxembourg’s Deputy Prime Minister and Minister for Development Cooperation and Humanitarian Affairs, Xavier Bettel, signed three development framework agreements with four non-governmental development organisations (NGDO): Action Solidarité Tiers Monde (ASTM), ECPAT Luxembourg, Handicap International Luxembourg, and International Aid of the Luxembourg Red Cross.

Over a period of three to five years, between 2025 and 2029, the three framework agreements, including one in association with Handicap International Luxembourg and International Aid of the Luxembourg Red Cross, will benefit from a total contribution of €12.7 million from the Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade.

Non-governmental development projects will be implemented in eighteen countries, namely Bolivia, Burkina Faso, Cape Verde, Cambodia, El Salvador, Ecuador, Guatemala, Honduras, India, Mali, Nepal, Niger, Nigeria, Palestine, Peru, Philippines, Senegal and Togo.

In his speech, Minister Bettel stated the importance of NGDOs, which represent 15% of the public development aid of Luxembourg and which are often present in countries where Luxembourg has no diplomatic representation, while offering to Luxembourg society the opportunity to engage in the defence of human rights elsewhere in the world.

In an international context, which often makes long term planning difficult, the flexibility offered by the modality of the framework agreement is considered central to the implementation of projects which respond directly to the needs of the most vulnerable, ensuring sustainable development on site.
