On Monday 26 October 2026, the National Information and Mediation Service in the Field of Health presented its mission report to members of the Chamber of Deputies’ Committee on Health and Social Security.
According to the Service, the report provides an initial assessment following ten years of implementation of the 2014 law. The Service had previously submitted and presented its report to Luxembourg’s Minister for Health and Social Security, Martine Deprez. The Service had been entrusted with the task of gathering the views of healthcare system stakeholders on the occasion of the law’s tenth anniversary.
The Law of 24 July 2014 on patients’ rights and obligations brings together all the rights and obligations of patients. It aims to raise their profile and improve awareness of them among healthcare system stakeholders and patients. Through this law, the legislature sought to rebalance the care relationship by strengthening patients’ rights and facilitating their active participation. In the event of a dispute, the law emphasises the amicable resolution of disagreements by promoting dialogue between the parties through health mediation. Since its establishment in 2015, the Service has endeavoured to contribute to awareness of patients’ rights and obligations and to their consistent implementation.
The mission report provides a summary of the most relevant points in light of the task assigned to the Service. The first chapter addresses issues relating to matters already covered by the 2014 law, including patients’ individual rights, their obligations in their relationship with their healthcare providers, and the right to lodge a complaint and seek mediation.
The second chapter is devoted to specific issues raised by stakeholders that are not currently covered by the 2014 law. The written contributions received from the sector’s main partners—namely Patiente Vertriedung, the Medical College, the Circle of Patient Associations, the Higher Council for Certain Healthcare Professions, the Ombudsman for Children and Young People (Ombudsman fir Kanner a Jugendlecher), the Federation of Luxembourg Hospitals and the COPAS Federation—are appended to the report.
The mission report and its appendices are available on the Service’s website: https://mediateursante.public.lu/fr/actualites.html
