                                    On Wednesday 29 October 2025, Luxembourg’s Ministry of the Civil Service presented GovPartner, a new support programme aimed at strengthening organisational development across state ministries and administrations.
According to the Ministry, GovPartner succeeds the FP (Fonction Publique) 2025 initiative, launched in 2020 in cooperation with the Civil Service Psychosocial Department (SPS), the State Personnel and Organisation Management Centre (CGPO) and the National Institute of Public Administration (INAP).
During the presentation of the programme on Wednesday to the network of directors of state ministries and administrations, Serge Wilmes, Luxembourg’s Minister for the Civil Service, said: “We are promoting a responsible and efficient civil service by providing a suitable framework and a partner for the organisational development of entities.”
The tailor-made support offered through GovPartner will be delivered by multidisciplinary teams combining expertise in human resources, psychology, sociology, information technology (IT), project management and process optimisation.
Ministries and administrations will be able to request assistance to strengthen organisational performance and foster a healthy, collaborative and sustainable work environment, the ministry noted. “This programme allows us to contribute to the development of management and team skills while improving working conditions and well-being within administrations,” Minister Wilmes added.
The presentation of the GovPartner programme also featured a lecture by Judith Muster from the University of Potsdam (Germany), entitled “Managing Leadership – Why Organisations Need Fewer Heroes and More Structure.”
