On Monday 31 January 2022, Luxembourg's Minister of Housing, Henri Kox, presented to the representatives of the Chamber of Trades and the Federation of Craftsmen the key elements of the reform of the 1979 law relating to housing assistance.

Two bills will replace the current law, which is over 40 years old. The first bill will put in place a clear, transparent and fair framework for the financing of affordable housing and support for its inhabitants. The second bill plans to expand and simplify the individual supports for housing, rental and private market ownership.

These bills include the definition of affordable housing, its rules and how it works. The role of the social landlord and the social promoter, the conditions for state co-financing known as "stone aid", the specifications, the allocation of affordable rental housing, the lease and the calculation of the affordable rent and social rental management will be specified.

The construction sector is an important partner in the implementation of the public affordable housing offensive. We need the expertise and know-how of craftsmen and construction companies. They are the ones who build these housing units financed by public actors,” said Minister Kox. He acknowledged the fruitful exchanges during the discussion.
