Financing changes have been confirmed for sustainable housing in Luxembourg.

On 22 December 2016, the Luxembourg Chamber of Deputies adopted the ‘Klimabank an nohaltegt Wunnen’ package as the budget vote for 2017 goes forward.

The new changes aim to promote sustainable construction, sustainable energy efficiency of homes and the valorisation of renewable energy in the housing sector. They will also facilitate administrative steps for citizens.

As of 1 January 2017 the following measures will come into force: the launch of the Klimabank, the reform of financial aid plan PRIMe House, the implementation of a certification system to prove the sustainability of new housing, and the creation of a one-stop desk for all aid relating to housing.

The launch of the Klimabank will involve the implementation of a reduced-rate climate loan (0%) aimed at promoting sustainable energy renovation and preventing energy insecurity. These loans can be requested from the largest Luxembourgish banks.

The PRIMe House reform will encompass new, more attractive premiums encouraging the construction of sustainable housing and sustainable energy renovation. Moreover, the sustainability certification system will show the level of sustainability to be expected when new housing has been completed.

Finally, the creation of a one-stop desk for all housing aid will be a single office for administrative steps involving aids related to housing.
